Good news if you dream of a day at sea in the Balearics without a boating license: Spain applies one of the most generous rules in the Mediterranean. Where France stops at 6 hp, a Spanish operator can hand you a noticeably livelier boat without asking for any qualification at all. Here is how to make the most of it, island by island.
What the Spanish rule actually allows
In Spain, no qualification is required up to 15 hp (11 kW) on a hull of 5 metres maximum (6 m under sail), in daylight and within 2 nautical miles of shelter. That is more than double the French threshold — enough to work a bay in real comfort. Each harbour master can refine the rule locally, though: your operator will confirm what applies to their waters, and the permitted area is written into the contract. Mallorca: the bays of Palma and Alcúdia
The island's two big license-free playgrounds face each other. To the south, the bay of Palma fields the deepest fleet in the Balearics, with coves reachable within two miles on either side of the city. To the north, the wide, well-sheltered bay of Alcúdia is probably the most forgiving water on the island for a first solo outing — the 2-mile-from-shelter limit never feels like a constraint there.
Ibiza and Formentera: coves and turquoise water
From Ibiza, operators generally confine the zone to the waters around the departure bay: at 15 hp, the nearby coves and sandy anchorages easily fill a day. The crossing to Formentera, on the other hand, exceeds the license-free framework with most operators — to reach the beaches of Ses Illetes, rent directly from a Formentera base or book a skippered trip. Ask about the exact permitted area before you book: it is what makes or breaks the day.
Menorca: the great natural harbour of Mahón
The roadstead of Mahón, one of the largest natural harbours in the Mediterranean, is a textbook license-free spot: miles of protected water, readable depths and stopping points all along. It is the place for families and first-time helms — literally inside a shelter, so squarely within the Spanish rule.

Expect the classic range of €100–250 per day depending on the island, the season and the boat's size — with, as everywhere, service fees of 0 to 9% depending on the platform and gaps of 10 to 25% on the same boat from one site to another.
